I don't think it would be as complex as you think. Most of the variation comes from subsystems that are based on the stats of a character or values on some clothing item. The system would work the same every time but visually it would be different.
As far as scenes go, there are not really that many and the first one i mentioned would actually be the same every time, you would just have different options based on which characters are there. you only have one at first so options are obviously limited. but the next time you do that same scene it would be exactly the same other than who is present.
Artwork is the biggest hurdle just like you said. finding developers willing to work on this sort of thing can be hard. there are a few platforms opening up like nutaku that seem to be willing to help with that actually.
That said an outline/storyboard would work well. 1 image detailing a few key parts in not so many words how the game flows would do it fairly well. So i guess ill look into actually making that somehow.
